Throughout the HDB Green Towns Programme, the government aims to reduce annual energy intake over HDB cities by 15 percent by 2030. Especially, annual energy intake across HDB cities have declined by 10 percent since 2005.

“This is a significant effort, and also the authorities, Town Councils and our taxpayers will need to do our job. Only then can we construct more and more sustainable HDB cities for our second generation,” explained Wong throughout his Committee of Supply debate address.
The programme will concentrate on recycling rainwater, reducing energy intake and cooling HDB cities, while bringing together initiatives which have been successfully employed or trialled, in addition to initiatives with potential for scaling up.
In highlighting a few of the initiatives under the programme,” Wong said the ministry will initially use Town Councils to present smart LED lighting throughout all HDB estates.
“Using detectors, the machine dims to supply only enough ambient light when shared areas are empty, then brightens again until occupants enter a room. Its movement detectors, but that is improved movement detectors, far better than what you’ve seen up to now. It utilizes up to 60 percent less energy compared to ordinary LED lighting”
He noticed that over 50 percent of HDB blocks have been set up with solar panels.
“We can increase this to 70 percent by 2030. We’ll also deploy more effective solar panels, and target to over double the complete solar energy capability on HDB rooftops, from 220 megawatt-peak (MWp) now to 540 MWp by 2030,” he explained.
Normally, a normal HDB block creates enough solar power to power the typical services such as lifts, lights and pumps.
To mitigate flooding risks and recycle rainwater, the ministry will provoke a system which collects rainwater for non-potable uses such as watering of crops and washing of ordinary locations.
The harvested rainwater then be treated before being recycled for irrigation and washing of ordinary locations.
The programme intends to revive and further develop present HDB cities to satisfy with the community’s changing demands. Nine towns are selected for the programme because 2007.
Strategies for the first two batches of cities have largely been executed, while functions for the next batch are currently penalized.
